Ukraine has encountered one of the most complex and violent types of terrorism - the terrorism exported by a neighbor state.
Since having restored own independence in 1991, Ukraine has been promoting, by own example, the idea of the European Continent demilitarization - we have abandoned our nuclear weapons and have been consistently cutting down our armed forces. Since restoring independence, Ukraine has never acted aggressively against the neighbours, maintaining peaceful foreign policy. Ukraine considered the international law, compiled after the Second World War and the lessons learned from combating the aggressive Nazism, to bear guarantees for Ukraine's independence and territorial integrity.
But, as it appeared, the mistakes of the history were not worked through by everyone. Since February 2014 Ukraine suffers from aggression of a state that itself was one of the guarantors of independence and territorial integrity of our state. The Russian Federation has occupied two of Ukraine's regions - the Autonomous Republic of Crimea and the City of Sebastopol - and started to actively destabilize the situation in Ukraine's Southern and Eastern regions. Having failed in acquiring support of its activities from Ukrainian citizens of these regions, the leadership of the Russian Federation commenced to organize a terrorist war against Ukraine.
This war is characterized by a complete disregard for international law and disrespect for human life. Ukraine, together with the rest of the world, has come to know that the mercenaries, supported by the Russian Federation, are accustomed to killing civilians, tortures, kidnapping people for either receiving ransom payments or transporting to the Russian Federation and illegally keeping there, which was the case of Nadiya Savchenko.
The terrorists do not stop, they continue the massacres of Ukraine's peaceful population and hunt for those speaking Ukrainian or being of Jewish or Roma origin.
On July 17, 2014 the terrorism sponsored by the Russian Federation crossed over the borders of Ukraine. The terrorists supported by the Russian Federation killed 298 foreign citizens aboard Malaysian airlines jet. This crime is of the same kind as was the Lockerbie tragedy, the 9/11 (2001) and other crimes against humanity.
If we don't stop those, who carry forward the ideology of hate, there is the possibility that these innocent victims will not be the last ones. Terrorists and dictators don't stop.
The terrorists have crudely violated the proposed by the President of Ukraine cease-fire, continuing instead to attack Ukrainian military forces and civilians.
The People of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the territorial defense units, all the patriots of Ukraine, who speak various languages and pray in different shrines, united under the blue-and-yellow flag bravely oppose the terrorist aggression. But, the support for the terrorists, provided by the Russian Federation, - by sending mercenaries, machinery, and, during the last days, by direct use of arms by Russian troops against Ukrainian military forces, - leads further towards war and prevents making peace. This is a threat to security and stability on the whole European Continent and in the world.
The Verkhovna Rada of Ukraine appeals to all the peoples in the world to stand in unity against terrorism supported by the Russian Federation.
The Verkhovna Rada of Ukraine calls for the Parliaments and the Governments of the countries in the world to recognize the so-called 'Donetsk People's Republic' and 'Luhansk People's Republic' along with the other formations alike as terrorist organizations and to promote this on both national and international levels.
The Verkhovna Rada of Ukraine calls for the EU countries, the US, other nations that build the world of peace, democracy and human values, to act in urgent and efficient manner using the economic, political, diplomatic means of pressure towards the Russian Federation as a state, which poses a threat to modern Europe's and global security, with the aim to withdraw the Russian troops from the territory of Ukraine, to halt providing the terrorists with the mercenaries, arms, machinery and other supplies, to liberate the temporarily occupied Ukrainian territory.
